Berlin Town Council Briefs

(June 18, 2020) The following was discussed during the June 8 Berlin Mayor and Council meeting:

Elections board

Mayor Gee Williams swears in Nicky Chavis and Steve Frene as the newest members of the Berlin Board of Supervisors of Elections during the mayor and Town Council meeting on Monday, June 8.

Nicky Chavis and Steve Frene, who serve on the Berlin Chamber of Commerce Board of Directors, were sworn in as members of the Board of Supervisors of Elections. They will replace Lou Creter and John Briddell. A new chair will be selected.

Frene is the former owner of Victorian Charm and the 2019-20 president of the Chamber of Commerce. Chavis is the chamber’s deputy director.

As members of the Board of Supervisors of Elections, they will be responsible for conducting the Town of Berlin municipal elections.

The next Board of Supervisors of Elections meeting is scheduled for July 14.

Contracts authorized

Mayor Gee Williams and the council authorized the following contracts as budgeted for the 2021 fiscal year: “An Angel’s Touch” Cleaning Services for $12,000, Booth and Associates Inc. not to exceed $100,000, Cards Technology for $38,400, Davis, Bowen & Friedel, Inc. (DBF) not to exceed $100,000, EA Engineering Science and Technology Inc., PBC not to exceed $100,000, Jarmon’s Cleaning Services for the Berlin Police Department for $10, 400.04 and Worcester Youth and Family Counseling Inc. for $40,000.

Beginning July 1, “An Angel’s Touch” Cleaning Services will offer janitorial services in restrooms at Town Hall, the Welcome Center, Planning & Zoning, and Henry Park.

Booth and Associates Inc. provides the town with legal counsel associated with electric utilities.

Cards Technology serves as Berlin’s IT contractor, offering remote and onsite monitoring and support for all networks and work stations.

DBF provides on-call professional engineering services for the town, including on-call planning, evaluations, design, permitting, construction administration, inspection and GIS engineering services for proposed infrastructure and projects.

EA Engineering Science and Technology, Inc., PBC conducts on-call services for stormwater management support in Berlin.

Worcester Youth and Family Counseling, Inc. agreed to develop a youth program in Berlin, including a variety of sports, recreation, cultural, mentoring and educational activities for children.

In addition, Worcester Youth and Family Counseling, Inc. will promote youth programming for after school, weekends and during the summer.

Fleetwood contract

The Berlin Town Council approved a three-year extension of Jeff Fleetwood’s contract as town administrator.

“It’s the same terms and the same level of salary as currently, which is $110,000 a year,” said Mayor Gee Williams.

Fleetwood’s contract is included in the 2021 fiscal year $5.9 million general fund budget that was approved in May.

Fleetwood replaced Laura Allen as town administrator after she was fired on Sept. 16, 2019.

Prior to this role, Fleetwood worked with the town as the human resources director, then the managing director in 2017.

“We’re very pleased that the relationship has been productive and mutually beneficial for everyone,” Williams said.
