Berlin Town Council approves FY20 authorized contracts

Several officials also agree to further discuss options

(June 13, 2019) The Berlin Town Council on Tuesday unanimously approved fiscal year 2020’s budget contract authorizations, which are valued at a maximum of $386,400.

“This is a standard practice the town has followed for [the] past several years,” Town Administrator Laura Allen said.

The following contracts for the fis- cal year 2020 were up for approval, according to the motion:

  • Angel’s Touch Cleaning Services – $54,000
  • Booth and Associates, LLC. – not to exceed $54,000
  • Cards Technology – $38,400 an- nual service agreement and continu- ity
  • Davis, Bowen & Friedel Inc. – not to exceed $100,000
  • EA Engineering Science and Technology Inc. PBC. – not to exceed $100,000
  • Worcester Youth and Family Counseling Services – $40,000

Councilman Zack Tyndall opted for a more aggressive approach to the bidding process by bidding out projects every fiscal year.

However, town officials said the bidding process is so time consuming that it may not be practical in these instances.

Councilman Elroy Brittingham also suggested seeking advice from other towns on how to deal with this.

Allen said the town has no one with the technical knowledge in some instances to write the request for bids. Using Cards Technology as an example, Allen said since that company would be bidding on the con- tract, it could not write the bid specifications.

“It’s sort of a chicken-and-egg issue,” Allen said.

After further clarification, Tyndall moved to approve the contract authorization. Councilman Dean Burrell also requested a written performance evaluation of the contracts from town staff “to accompany the proposals.”

Once those have been viewed and approved, Allen would have several weeks to go through bidding procedures and have a separate discussion at a later date with council members if necessary.
