OPA Briefs

(May 12, 2016) The following items were discussed during an Ocean Pines Association Board of Directors meeting in the community center on April 28.
One in, one out
Director Dave Stevens telecommuted to the meeting, while attorney Joe Moore, normally a rarity at board of directors meetings, was present for the session.
Moore was apparently there to assist with a contractual matter, which was discussed during a closed session following the open portion of the meeting. The exact details of the matter were not disclosed.
GM report
General Manager Bob Thompson’s monthly report included mixed news from major amenities.
Golf finished the month about $10,000 above budget estimates because of expenses that were roughly $31,000 below budget. Revenues, however, were also below budget, by $21,000. On the year, the amenity is currently $9,798 below budget.
The yacht club finished around $22,000 below budget for the month, with expenses higher and revenues coming in lower than estimates. Year to date, the yacht club is more than $100,000 behind budget estimates, although that number reflects a nearly $120,000 improvement over the previous year.
Aquatics revenues were about $16,000 above budget estimates for the month, and $33,750 better than estimates on the year. The amenity is also more than $175,000 ahead of last year’s numbers.
Project updates
Thompson said the next stop on the reserve study was “picking thresholds and percentages” to fund the association’s reserves. He did not give a timeline for that to happen.
He said the contract for the new White Horse Park bathroom was finalized, and estimated the project could be completed in about 60 days, including clearing the county permit process.
Work is also underway at the beach club, where storms damaged the roof and the flooring.
Thompson said, “folks have been agitated” by a pipe replacement project at St. Martin’s Lane. Apparently, the 24-inch pipe ordered was too large to fit in the space and deliver the proper slope to pass inspection. Instead, the association will replace the old 15-inch pipe, which was rotting and filled with silt, with better 18-inch piping.  
At Manklin Meadows, Thompson said he was working on delivering estimates to the board of directors to convert two of the tennis courts into pickleball courts. He said changing over courts one and two would cost about $55,000, because they would have to be paved, while converting courts 11 and 12 might run close to $25,000.
Yard debris/bulk pickup
The public works yard will be open for yard debris during the entire month of May, from 8 a.m. to 3 p.m., Monday through Friday, and from 8 a.m. to 4 p.m., on Saturday. All yard waste must be in paper bags, which Thompson said could be purchased through public works, or at Home Depot.
A bulk pickup day, the first in Ocean Pines, was scheduled for May 21. All items must be placed on the curb by 6 a.m. No hazardous materials will be collected.
Capital purchases
The board unanimously approved eight separate capital purchases.
Admiral Pool Furniture will replace aquatics equipment for about $1,600 more than the $29,000 approved in the budget. Admiral’s bid was the lowest of three received and largely consisted of round glass-top patio tables, which matched currently used furniture.
A new shed was approved for the Manklin Meadows Racquet Sports complex. Tull Lumber Sales won the bid at $24,694, or about $1,300 under budget. Bids also were received from Country Builders Inc. and Delmarva Pole Building.
The police department will get a new 2016 Ford 150 pickup truck with an extended cab. After trading in a Chevrolet truck with more than 125,000 miles, the total cost through Hertrich Fleet Services Inc., was $2,375. That figure was roughly $31,000 less than budget estimates. Pittsville Ford and Sherwood of Salisbury also entered bids.   
Public works will get a new Chevy Tahoe to replace two other trucks. The cost is $44,831, or about $16,000 less than budget, also through Hertrich Fleet Services Inc. Midway and Courtesy Chevrolet also entered bids.
New playground equipment will be installed at Huntington Park. Miracle Playgrounds won the bid at $29,00, or about $6,000 under budget. Cunningham Recreation and Playground Depot also entered bids.
The association will also replace the pool slide at the Sports Core pool for $19,894. The bid, from SCP Distributors LLC, was about $2,300 more than budget. Pearl Pools and Pools & Spas Unlimited also entered bids.
Bridge repairs will begin in the fall at Clubhouse Drive and Ocean Parkway. Murtech Inc. will receive a lump sum of $377,417 for the repairs. A second bid, by J.J.I.D. Inc., was almost $100,000 higher. The start date of the contract is after Sept. 5, or a “mutually agreed upon date” before that.
Straight Line Striping was awarded a road-striping contract for $24,570 to stripe 189,000 linear feet of Ocean Pines roads. A second bid, by Chesapeake Paving & Sealing Inc., gave a cost estimate of $61,342 for 175,263 linear feet.
Appointments
The board unanimously approved three advisory committee appointments. Timothy McMullen was named for a second term on the budget and finance committee, and Bernice Flax was granted a second term on the communications committee.
